Mini DV still has the best quality and it’s cheap. It’s not hard to upload to a PC, but you need a firewire card (<$20) and the transfer’s in real time i.e. it takes an hour to transfer an hour of video. That’s not a big issue though – just review your footage before you transfer it and then be selective about what you use.
I wouldn’t worry about MiniDV becoming obsolete any time soon – it’s still used by the pros in preference to DVD or HD.
High def camcorders use MiniDV tapes, but they record in a highly compressed format, so it’s not the same.
I have a miniDV camcorder, and it’s really great. You don’t need to worry about it dying any time soon. I heard for Hard Drive you have to pay a huge huge huge amount for descent video quality, something you get much cheaper for miniDV and DVD is designed not to be edited, just to have on DVD.
Panasonic’s PV-GS camcorders are actually really good.
